Prepare cache setup and reservation logic to be extended w.r.t other
cache-levels.
Conceptually this change is like adding a switch-statement, in several
places, in which existing code makes a single (and only) case. This is
caused by splitting larger development to ease the review. Further cases
will be added in following steps. Such approach sometimes creates code
which may seem redundant but it is meant to simplify plugging following
extensions in an easy way.

Fix the PAT-index reporting in logger as currently on Windows reported
values are simply wrong.
The changed logic dependends on `RootDeviceEnvironment` and in order to
avoid introducing such dependencies into logger.[ch] the
`logAllocation()` is no longer a member of `FileLogger` but
a free-function instead (and a separate .cpp file). This is important
because the source files `logger.[ch]` are also used by ocloc library
and there is no point to contaminate ocloc code structure with
unnecessary dependencies.

Removed checking for EnableBOChunkingPrefetch in prefetchBOWithChunking
in DrmAllocation so that zeCommandListAppendMemoryPrefetch will work
as expected with chunking enabled

- Create a new IPC Memory handle upon call to getIpcMemHandle if the
previous handle has been freed.
- Release the Ipc Memory Handle when zeMemPutIpcHandle is called.
- Create a new IPC Handle for tracking thru zeMemGetAllocProperties
when ze_external_memory_export_fd_t is used.
- Convert FD to opaque IPC handle and IPC Handle to FD.

The memadvise with preferred location for kmd-migrated shared allocation
is set to device associated with cmd list by default to migrate data
to lmem on non-atomic gpu page fault as well (for performance reasons).

Add new regkey KMDSupportForCrossTileMigrationPolicy
(disabled by default, in absence of KMD suppport for cross-tile migrations)
to control placement of shared allocation and memory prefetch behavior.
