Added an extension version of zeContextGetVirtualAddressSpaceIpcHandle
and zeContextPutVirtualAddressSpaceIpcHandle, which return
ZE_RESULT_ERROR_UNSUPPORTED_FEATURE for now.

Invoking close on invalid fd result in undesired behaviour.
