Kindracki, Jakub Tomasz a73d5724e3 feature: Return insufficient permissions when driver device cannot be loaded 
Return ZE_RESULT_ERROR_INSUFFICIENT_PERMISSIONS when user doesn't have
permissions to access the GPU driver device file.
