Moved pathExists from SysCalls to path.h.
In ULTs, use unchanged pathExists and mock stat, getFileAttributesA instead.
Add Windows and Linux ULTs for pathExists.

New query option
ocloc query SUPPORTED_DEVICE
allows to generate a YAML file containing
information about supported devices for:
- the current version of ocloc on Windows
- the current and previous versions of ocloc on Linux
Each version of ocloc build needs to set
NEO_OCLOC_CURRENT_LIB_NAME
NEO_OCLOC_FORMER_LIB_NAME
cmake defines for the ocloc to be able to
find a previous lib and query its supported devices.
Example of correct format:
NEO_OCLOC_FORMER_LIB_NAME=libocloc-1.0.so
NEO_OCLOC_CURRENT_LIB_NAME=libocloc-2.0.so

Request higher resolution for windows periodic timers for ulls
controller sleep.
Allows for controller thread to sleep with granularity of 1ms.

Temporarily opt-out from additional compatibility checks
on DG2 and MTL for Blender and its derivatives AOT-compiled kernels.
This prevents a long kernel recompilation.
Additionally, same behavior can be enforced for other applications
manually via NEO debug key named DoNotUseProductConfigForValidationWa.

These error codes are used as return codes from ocloc api.

Current flow will be to have one synchronization point
config.file. Read remains unblocking, only write(caching)
operation will be blocking (lock on config.file)

Add debug key LogZEInfo for logging ZE Info from zebin elf.
